Free, no account — and fully yours. Models run right on your computer.
Your download has started
While the file downloads, here’s what comes next.
What shall we do?
Monarch 0.3 Preview is still the same chat with Oscar. Only now it carries tasks through to the end, reminds you of things and downloads everything it needs by itself.
Ask “gather the reports into a folder” and Oscar does it step by step in the same chat. You see the current step, there is a Stop button, and at the end a summary: what was done, what you allowed and what was blocked.
Say “remind me in 20 minutes to check the oven” — and a Windows notification arrives right on time. “Every day” and “every week” work too.
Chat models, Coder and speech recognition download with one button in the settings — with resume and integrity checks. Nothing to hunt for by hand.
Connect a service in settings and switch MAX on right in the message box. If the cloud doesn’t answer, your computer’s model replies — and the chat says so. The safety net can be turned off.
Conversations per project, live progress and a new interface. Before a write — line by line “before / after”, and next to it the real changes in Git.
Language, a light or dark theme and where Oscar thinks: on your computer, through MAX or both. The interface speaks four languages.
Oscar holds the conversation, does tasks, writes code in your project, works with windows and remembers what matters.
Oscar breaks work into clear steps and shows them in the ordinary chat: the current step, permissions and the result. You can stop it at any moment.
Sees open windows, launches apps, clicks, types and scrolls. It checks the window before acting and the result after.
A separate mode for code: conversations per project, live progress and “before / after” ahead of every write.
Remembers what matters and keeps ordinary chats apart from projects. Marks answers that used memory; Incognito never gets into it.
Add a model from a file or a link — Monarch shows which variant fits in memory. Works in the ordinary chat.
Ready-made scenarios via “+” or “$”. Answer length, tone and layout take two clicks to set.
Pair your phone with a one-time code and message Oscar from Telegram. Messages go through Telegram’s servers.
Monarch’s models run on your PC’s processor and memory. Chats, files and history live on your drive, not on someone else’s server.
The installer doesn’t carry gigabytes of weights. You pick a model on first launch — or skip it and install one later.
On its own, Monarch goes online only to check for updates. Search and cloud services run only after you agree.
Response speed depends on the model and your hardware. The bigger the model, the smarter — and the slower — it is.
How much memory does your computer have?

Fits · 16 GB
Not enough memory · 30 GB
On first launch Monarch suggests a model that suits your computer. You can add more — including your own — later in settings.
Encrypted storage for files and private chats. A separate process with no network, its own PIN and its own keys.
Security runs apart from the app: close Monarch and the watch goes on. It’s built on strict rule-based checks; a model only advises.
Security is an early version (Beta), not an antivirus. It complements Windows Defender rather than replacing it.

MAX turns on strong cloud models with one switch in the message box. Every service is connected separately, with its own consent.

Free, no account — and fully yours. One installer for Windows; you choose where Oscar thinks on first launch.
What happens after the download
Monarch-Setup in your Downloads folder. No administrator rights needed.
Click “More info” → “Run anyway”. You can check the SHA-256 first.
Language, theme and where Oscar thinks: on your computer, through MAX or both. A model can be added later too.
The installer doesn’t have an Authenticode certificate yet, so Windows SmartScreen may warn you on launch. Check the SHA-256 — it matches the signed manifest.
If Microsoft Edge blocks the download, use another browser or the GitHub Release page.

b0d9b22cec2012fb451519c0a13e0c483606c86aed2d6ee6e1b3d5eef504cc0aYes — the main work, from chat and code to tasks and models, happens on your computer. The internet is needed to check for updates, and for search and cloud services that only turn on with your consent.
Only what the access mode you chose allows. Sensitive actions need a separate confirmation, and dangerous ones — like deleting a drive root or touching the Safe — are forbidden outright.
The installer doesn’t have an Authenticode certificate yet, so it has no SmartScreen “reputation”. The update channel is signed with Ed25519, and you can verify the file itself by its SHA-256.
Monarch is free. The only thing you may pay for is a cloud service — and only if you connect it yourself in MAX. The service sets its own prices.
On your drive. Models, chats and files stay on your computer. Something leaves only if you turn on search or a cloud service yourself.
Yes. The plan and the current step are visible right in the chat, and you can stop a task at any moment — including window control in Computer Use.
If MAX doesn’t answer and work on your computer is allowed, your computer’s model replies — the chat labels it. The paid request is not repeated. You can turn this safety net off in the MAX settings.
Yes. In Settings → Models → “Your models”, add a model file or a Hugging Face link. Monarch shows which variant fits in memory. Your own models work in the ordinary chat.
No. Monarch downloads and works without signing up.
Chats, settings, models and the Safe are kept. The update is installed next to the old version and rolls back if the new one fails to start.
